City of Plano Building Inspections

ATTENTION SIGN CONTRACTORS
 
Effective July 8, 2013 the City of Plano will enforce the requirements for ALL electric signs to be listed per NEC 2011 section 600.3.
 
 
600.3 Listing.  Electric signs, section signs, and outline lighting, fixed, mobile, or portable, regardless of voltage, shall be listed and installed in conformance with that listing, unless otherwise approved by special permission.
 
Sign Contractors will now be required to provide Listing information at the time of the permit application.  It is advisable that the NRTL Certification Marks be installed in a conspicuous location and be visible from the ground to avoid having to open the sign at final electric inspection to verify the marking labels have been installed.  The City of Plano will o longer be performing rough electric inspection on signs as signs will now be required to be listed.  Sign contractors will still be required to meet the inspector onsite to inspect field installed wiring between individual letters on Listed sectional signs.  For questions pertaining to listed signs or inspections please contact

City of Pearland, Texas

City of Pearland, Texas makes changes to Regulations regarding Electronic Changeable Message Signs.

For electronic changing message signs, the former minimum static message display time (how frequently the sign can change messages) was reduced from six seconds to four seconds.  The change from one screen or message to the next shall be instantaneous except if using a fading transition, which shall be less than one second.  Scrolling message signs shall have a scrolling display area no taller than 12 inches in height with a minimum static message display of two seconds and scrolling transition no greater than one second.  Screens changing at a more rapid rate will be considered flashing or blinking and are prohibited.  Scrolling messages designed to resemble flashing or blinking are also prohibited.

For electronic changing message signs, the former restriction (one color displayed at a time) on message color was removed to allow more than one color displayed at a time, eliminating any color restrictions for electronic message signs.  For scrolling signs, the color is limited to two - one for letters and one for the background.

All Electronic Changeable Message Signs (ECMS) are now required to be equipped with automatic dimming technology.  Existing signs that lack this technology will be required to conform to this requirement if they are enlarged, replaced, upgraded, or modified in any other manner except for repair or routine maintenance.

All ECMS shall not exceed a brightness level of three-tenths (0.3) of a candle above ambient light as measured using a foot candle meter.

The changes to the sign ordinance regarding electronic message signs became effective after the second and final reading of Ordinance N. 2000-T-15 during the June 24, 2013 City Council meeting.

No Texting in Grand Prairie or Arlington Texas

Grand Prairie joins Arlington in enacting an anti-texting ordinance starting September 1, 2013.

The ordinance prohibits:
  • Sending or reading text messages and viewing pictures or written text while driving.
  • Gaming or any other use of the device, besides dialing telephone numbers to call to another person.

The ordinance allows:
  • Use while vehicle is stopped, out of moving lanes of a roadway.
  • Telephone conversations, including dialing or ending a call.
  • Use as global positioning or navigation, if device affixed to the vehicle.
  • Communication with 911 emergency response, fire department, law enforcement agency, hospital, physician’s office or health clinic regarding a medical or other emergency to prevent injury to a person or property.
  • Use in reasonable belief that a person’s life or safety is in immediate danger.
  • Use solely in voice-activated or other hands-free mode.
